- This communication is part of a Pilot Course co-organized by the IHEDN and the ESDC. It revisits the 2006 war between Israel and Hezbollah, questioning the relevance of categorizing Hezbollah as posing a "hybrid threat". After an overview on the conflict, the extent of military operations and their impact with regard to stated objectives, it develops the difficulties that have prevailed at the time of the drafting of resolution 1701 and the practical deployment of an enhanced UNIFIL. Building on recent definitions of hybrid threats, it questions the mental categories that lie behind and their ability to explain the phenomena we are confronted with under the guise of "hybrid threats". It then delves into the experience of Hezbollah as a "hybrid actor", its birth in post-1982 Lebanon, its strengthening through the 1990s and its relations to Iran on the one hand and to its own community on the other hand.
