Abstract
This doctoral thesis aims to explore the opportunities for the development of a restorative approach to respond to terrorism and the needs of its victims. The first part of this research focuses on the different types of victims caused by terrorist attacks and their legal recognition at international and European level. It highlights their specificities and their impact on the criminal justice system. Based on an analysis of the various restorative programs developed in Western countries to respond to terrorism, the second part proposes a restorative model adapted to the specificities of terrorism strategy and its victims. It provides for a “multi-level” approach to address the needs of both direct and indirect victims of terrorism as well as its broader impact on social cohesion.
