Abstract
The paper discusses the context of open borders and the interest of the two chosen sectors, that is health and environment. The sectors of health and environment create the definition of new “perimeters” for the public authorities optimal action. Using very briefly some case studies given in the literature, we describe how the problem solving in such sectors may generate the delimitation of new cross-bordering spaces needed to apply public solutions
