Abstract
(en) What tendencies emerge from the dwellings produced in the first twenty years of the life of Brussels-capital as a region and how did relationships between the residential function and the functions that enable the ‘town-region’ to exist as an international metropolis evolve? How do scenarios implemented in the last twenty years help us approach future challenges, or more particularly, face the evolutions of demography? Our research has led us to produce previously unpublished maps of the real estate production of ’10 dwellings or more’. This was undertaken between 1989 and 2007 and was based on a typology of materials, procedures and production pipelines on one hand and on an analysis of strategies used by private real estate actors on the other. This housing production real estate segment is entangled in the urban tensions generated by the need for both town dimensions to coexist within the same space: the town as a trading centre and the town as a seat of daily life. These tensions, linked to the town’s intrinsic nature, generate phenomena that are specific to Brussels, insofar as twentieth century urbanisation has long neglected the residential function and favoured real estate developments that benefitted the tertiary function and insofar as the institutional boundaries of the town-region restrict the territory to which public policies of urban development apply, to a geographically limited space. Moreover, this problematic functional mix becomes even more complex in contemporary Brussels as the territorial scales referred to by the urban centrality facilities are diversifying. This multiplies border actions and hardens positions between the various parts that constitute the town. The notion of multifunctional/ scales neighbourhood, which is one of the main theoretical contributions of this work, enables us to define the problems raised by these phenomena and to identify urban scenarios for the distribution of functions in the spaces that they generate. The author’s thesis is that Brussels will not have a space problem in the next 20 years, but that the position it is in demands a new way of considering urbanism.
