- Claims, frames and strategies for historical justice and full equality by postcolonial citizens have been widely documented in most former colonial powers. This research, however, is mostly limited to the claims and frames of civil society organizations or activists, often driven by a highly skilled and politically engaged second generation. Our paper innovates on three fronts. Firstly, because it focusses on Belgium, a former colonial empire, on which research on postcolonial claims making is quasi-absent. Secondly, the paper compares claims and frames of Civil Society Organisations (CSOs), led by the racialized others, and activists with a representative sample of people of African descent in the country who are not necessarily politically engaged. Thirdly, it introduces a novel typology of postcolonial claims, which serves as a heuristic tool for the understanding of differences and similarities, not only between claims and frames of CSOs versus individual citizens, but also amongst different groups of Afro-Belgians. The study is based on a representative survey of Afro-descendants in Belgium as well as interviews and focus groups with CSOs and activists.
