Abstract
(en) In the French part of Belgium, in the education sector, policies of steering and evaluation are in development since the nineties. In our research, we would like to explain how – and under which forms – these policies aiming for increase a centralized steering of schools’ actors are building. And for the other hand, we are going to analyze the associations, the translations and the effects of the policy in the field. So that we aspire to connect the two main moments/spaces of a public policy: the time of the creation, the fabrication by central actors, and the space of implementation by local actors. We favor an entry in public action by the instruments, articulating cognitive approaches and actor-network theory. We analyze the various principles of legitimacy, significations, receptions, uses and effects of the regulation tools. Finally, the aim of the thesis is to better understand the logics at work in political processes and implementations and to identify links between will-effects and real-effects of politics.
