Abstract
(en) This Phd studies the local practices of an “active ageing” policy in Belgium. The case study is based on outplacement after 45. Methodologically, we construct an ethnographic follow-up of 20 candidates to outplacement before adding 30 interviews of consultants in outplacement. This public scheme is an expression of a new government of the end of the career. The word “government” comes from Foucault’s writings; it sticks together public policies (the conduct of the conducts) and the work on the self (the conduct of the self). We show how this new public policy organize a new way of acting vis-à-vis candidates by insisting on their responsibilities and by encouraging them to become self-sufficient. However those practices also come along with “counter-conducts” of subjects. In the end, public policies concerning the end of the career are changing as they try to activate individuals by including the work on the self in their programs and as they try to organize in practice the highly normative idea of “active ageing”.
