Abstract
This paper focuses on the case of Rwanda to illustrate the importance of looking beyond ‘robust’ cross-country averages examining the link between growth, poverty, redistribution and conflict. Based on the Rwandan post-conflict experience, we formulate the main challenges Rwanda’s socio-economic future is facing with regards to economic growth, poverty reduction and redistribution. The article then argues how policy making in Rwanda – as formulated by the Poverty Reduction Strategy – could provide more efficient pathways towards poverty reduction by combining economic growth with pro-poor redistribution. This would not only be crucial for Rwanda’s future development scenario, but could also increase the chances for national and regional security in the Great Lakes region.
