- In Belgium's French-speaking region, students with special educational needs (SEN) have long been enrolled in a segregated system. Recent reforms introduced the Decree on Reasonable Accommodations (2018) and Territorial Poles (2022) to foster inclusion in ordinary schools. Drawing on Lascoumes and Le Galès’s (2005) public policy instruments framework, this paper examines how these instruments are implemented, focusing on the flexibility granted to school principals. Based on 20 interviews with elementary school principals in Brussels, it assesses whether exclusionary practices are diminishing and whether these instruments reduce, maintain, or deepen educational inequalities.
