Abstract
Through non-participatory observations and process-tracing, this paper assesses the diplomatic activities of the European Union in the Basel Convention. The paper focuses on two issues negotiated at the Conference of the Parties (COP) to the Basel Convention in 2019: the management of plastic waste and low POP content values. Diplomatic activities such as infor-mal consultations, draft submissions of resolutions and decisions are mapped through inter-views and non-participatory observations during the COP. These activities are understood as the way of how an actor takes part in the process of international environmental negotiations and how he reaches out to third parties. Process tracing allows tracking the EU’s diplomatic activities starting from the EU’s initial position to the final outcome of the conference. Compar-ing a success and a failure case, the paper shows how the EU’s diplomatic activities impact its influence on the outcome of the international environmental negotiations.
