Abstract
(en) While the Bologna Process expects the harmonization of higher education systems, it is also the result of specific strategies ans decisions. The standard model of cooperation-competition helps analyse these strategies. Universities agreed to cooperate to give apparent consistence to the Europ of higher education, which helps them boost the enrolment of students from other continents. However, they are reluctant to cooperate on the establishment of binding criteria and quality certification procedures. Universities remain responsible for quality certification, for the selection of their partners and their collaborations with other universities. The shift to the LMD (bachelor, master and doctorate) scheme of African universities raises the question of the application of quality criteria : it is in the interest of African countries that studies prepare future graduates to find work in their home continent while it is in the interest of northern countries that these students be submitted
