Abstract
(en) The two most recognized missions of a control system are the measurement of the performance achieved by the enterprise and its continuous improvement monitoring. However these prerogatives are no longer sufficient to ensure its overall efficiency. The strained climate in which the firm of nowadays evolves, does not leave any more room for trials and errors for fear of seeing the firm disappear! Therefore, the control system must be as a tool to help the management of the firm in making pertinent and efficient decision towards suitable actions chosen in order to correct its dysfunctions and improve its results. This is what we claim to achieve by the development of a “flexible performance management control system”. It is a structured and organized methodology for the implementation, operating and revision of a performance management control system in order to ensure a coherent and proactive management of the firm’s overall performance. The proposed system is an organization centered on two complementary control loops characterizes the flexible management control system. The first one, the decision loop, is a replica of the classical vision of a performance measurement system and works directly on the actual production system. The second one, the virtual control loop, makes use of a representation of the actual system. The role of the latter loop consists in testing control alternatives in order to determine the potential progress that they are susceptible to provide and to identify the most relevant action to apply to the actual system. The virtual control loop constitutes the core of the management control system. Besides its role as a selection tool for the control actions adapted and tailored to the socio-economic context of the firm, the flexible control design enables numerous additional uses. It is a tool used for incidence study of the implementation of the selected action, It may also be used to parameterize this action and to manage resistance to change of personnel concerned by the envisaged action.
