Abstract
(en) The crossroads of main arteries of the city Kinshasa and the other Congolese and African cities are frequently occupied by young people, conscripts "children of the street", "sche-gués" or "phaseurs" or still "children wizards", generally qualified as "delinquents". Thanks to the adoption by the United Nations General Assembly of a set of minimum rules concerning the administration of the justice for minors and of the convention on children rights, these young people are generally qualified as "minors in conflict with the law". And we notice, since the 1990s, that the expressions of "justice for minors" or of "minors in conflict with the law" supplanted those of "juvenile delinquency" or of "young delinquents". But curiously, in the heart of the administration of this justice for minors there are concerns of prevention and treatment of the juvenile delinquency.
