- Relationship between the fragmented territories composing a State matters a lot. That’s what Michael Keating’s work (1998) shows. In Belgium, as in other federal or even unitary States, regions try to redefine their constitutional status, to reinforce their autonomy, to promote their identity. Does this lead to new ways of doing policy in Belgium?
