- Abstract
- “Social dialogue” and “civil dialogue” are both terms that deal with the representation of what is usually called “organized civil society” in our democratic societies. The authors do not think it possible to disentangle the “social/civil” debate without articulating a theory of democracy that goes beyond these institutional notions. To that end, we must redefine democratic exchange, its conditions, and its implications. Here, we believe the central problem revealed by the “social/civil” debate is the fractured nature of democratic exchange, which, if it is to have any force, must be reassembled as a single, integrative concept. In other words, a discussion of the true nature of a “democratic exchange” is more important than the correct combination of different, and often competing, “social” and “civil” groups.
