- (fr) In France, the majority of peripheral areas are large-scale social housing built and governed by the public authorities during the “Trente Glorieuses”. Since the 1990s, the institutions that manage these areas, the social housing organizations (HLM), have engaged in a process of managing their activities. Social landlords have multiplied the number of “social innovation” mechanisms that seek to transfer some of their responsibilities to tenants due to resident participation, improvement of service quality, and reduction of management costs. Based on the analysis of a European project carried out in an economically depressed region of northern France, this article shows how these mechanisms seek to transform social housing into a workspace. Thus, this project also seeks to convey the requirements that are given to residents, so they act as a small-businessman for both their professional and residential destiny.
