- This paper studies the explanatory factors for organizing or not European Parliament (EP) plenary debates in consent procedures for the conclusion of international agreements by the EU. Consent procedures are required for most international agreements since the entry into force of the Lisbon treaty. Plenary debates are not always organized as part of these procedures and their presence or absence is not accounted for. Hence the paper asks: under which conditions does the EP organize or not plenary debates as part of procedures of consent to the conclusion of international agreements? The effect of four independent variables is examined: 1) conflict within the EP; 2) salience of international agreements; 3) the presence of values related to the agreement; 4) EP involvement upstream in the negotiations.
