Abstract
Focusing on the period between 1999 and 2014, I study the evolution of regional elites’ discourses regarding immigrant integration policies in their parliamentary arenas – the Flemish and Quebec Parliaments. I analyze the arguments used by the political elites (members of parliament and ministers) that either enable or oppose a sub-national definition of its own citizenship. This analysis over a 15-year period shows how political parties’ conceptions of subnational citizenship have evolved. I demonstrate that political actors in the two SNCs studied have defended different hierarchies of citizenship (competitive or derivative) between the federal and subnational level. The study of political elites’ advocacy for or against a sub-national citizenship also reveal different ‘imaginaires de la nation’ (Anderson 1983) and balance of powers.
