Abstract
(en) The European national governments have delegated a series of competencies to a central agency called the European Commission. Among those competencies two are considered in this paper, research policy on the one hand, regional development policy on the other hand. However delegating those competencies to a central agency does not prevent the national governments, or sub-national governments within each Member State, to still be active in those fields. Therefore, in this paper, we model and discuss those two policies, focusing especially on the interactions between them and between the levels of government. Beyond that specific goal, and though specificities of the European system will be at work throughout the whole paper, we hope to contribute to a larger debate on the use of policy instruments within a federation.
