Abstract
Prison and probation officers are civil servants who play a key role in the delivery of public services to the offenders with whom they interact. The discretion power of such frontline agents, the mechanisms they use to cope with work constraints, as well as the set of professional beliefs and values they develop in delivering public services, are at the centre of street-level bureaucracy research. Surprisingly enough, however, only a handful of studies adopting such a research perspective have been conducted in prisons and probation services. Using the PRISMA approach, we adopt a ‘street-level’ perspective to report a systematic review of 46 public administration and criminology studies. Our findings demonstrate a growing - but geographically disparate - interest in this issue. The reviewed articles are methodologically eclectic. They provide knowledge about patterns of departure from prescribed policy implementation, especially in using risk assessment tools; about mechanisms of routinizing, client control, and creaming allowing correctional officers to deal with work constraints; as well as about the development and nature of professional beliefs and values which often conflict with organizational objectives and guidelines. We conclude with a theoretical, empirical, methodological, and practical research agenda for future street-level bureaucracy research about officers-offenders interactions in prisons and probation services.
