This chapter examines the EU’s overall support for multilateral environmental agreements (MEAs) as a key instrument of global environmental governance. It discusses how the EU participates in international negotiation processes in the context of MEAs by investigating the formal provisions as well as the informal practices. This is illustrated with a case study on the EU’s participation in the negotiation of the Paris Agreement on climate change. Finally, the chapter analyses the EU’s effectiveness by assessing and explaining the extent to which the EU is actually able to impact upon MEA negotiations.
