Universités et Territoires : quelles interactions avec leur écosystème et quel impact sur le développement territorial ? Le cas des universités du Littoral Côte d’Opale et de Louvain.
This thesis investigates the evolving relationships between universities and their surrounding territories, focusing on the way these institutions contribute to regional development across various dimensions. The research first examines existing literature on the historical evolution of university missions, situating these changes within broader cultural, political, economic, social, and technological shifts. Additionally, it traces the development of methods for measuring university impact, noting the strengths and limitations of current approaches. Through a comparative case study of the Université du Littoral Côte d’Opale (ULCO) and Université catholique de Louvain (UCLouvain), this study delves into the histories of both institutions, analyzing the development of their three core missions and their respective impacts. A methodology is thus proposed to capture the direct, indirect, and induced effects of each university’s activities on both local and global scales, providing a comparative analysis that highlights distinct contributions and challenges. Addressing a gap in the literature, this research also introduces a four-step analytical framework aimed at assessing the position and role of each university within its unique ecosystem. This framework conceptualizes universities as ecosystem leaders, responsible not only for generating economic impacts but also for fostering dynamic networks of public, private, and civic actors within their territories. By applying a mixed-method approach that integrates quantitative economic data with qualitative insights from regional stakeholders, this study offers a comprehensive view of the university ecosystem model, proposing a reconceptualization of the “third-mission” to encompass broader ecosystemic responsibilities. The findings underscore the diverse roles of universities as both economic drivers and socio-cultural anchors, advancing a nuanced understanding of their impacts in varied regional contexts.
