- The discussion will delve into the complex dynamics between central and regional authorities in crafting and implementing policies to combat climate change. With the European Union at the forefront of international efforts, the panel will explore the delicate balance between supranational initiatives and national or subnational autonomy. The challenges related to the division of powers, burden sharing and resource allocation, intergovernmental relations and policy coordination and coherence within MTSs will be scrutinized, shedding light on best practices and potential pitfalls. Furthermore, the panel will assess the role of constitutional frameworks in facilitating or hindering ambitious and coordinated climate action. Focusing on diverse MTSs such as Germany, Austria, Belgium and Italy, the different speakers analyze how constitutional principles and federal instruments accommodate the demands of environmental sustainability, and to what extent they empower the central government and subnational entities. The different presentations will share insights on the constitutional innovations, legal precedents, and institutional adaptations required to navigate the climate crisis within different European MTSs.
