Abstract
(en) Are democracy and governance, which are two parameters of reference in the current international system, part of the same logic? The object of the present paper is to analyse the concepts of "governance" and "democracy" and their respective criteria, and assess to what extent they can converge or diverge. With this aim in view, the analysis of these two ideas will be followed by their evaluation with regard to the plurality of the players and the issues at stake. It is within this framework that the question of citizenship can then be raised. How does citizenship manage to redefine itself in a world where democracy and governance are often presented as going hand-in-hand in a context of globalisation?
