Abstract
Still not stabilized, despite the many legal measures already taken, the housing issue is a recurrent problem for the authorities Housing the underservedis not quite enough. They need to be given the opportunity to gain real control over their living environment, which implies a certain capacity of choiceand regulatory authority. Fond of nothing so much as clearcut concepts and clearly identifiable notions, Western law, draped in its Cartesian rationality, values this fleeting (butosofruitful)notion of mastery Hence the difficulty in pinpointing it in our juridical catalogue.
