- Abstract
- This paper studies the EU’s diplomatic activity in international environmental forums. Analysing the EU’s activities on specific issues negotiated at the Conference of the Parties (COP) to the Convention on Biological Diversity 2018, the Rotterdam Convention COP 2019 and the United Nations Environment Assembly 2019, the paper counters the general focus in the literature on climate change negotiations. The paper explains why the EU’s level and strategy of diplomatic activities varies. Variation is explained based on the ambition and salience of the issue for the EU, the internal contestation of the EU’s position, as well as the international preference constellation. The paper relies on two main data sources: interviews with EU delegates involved in the negotiations, official documents (Council and Commission documents, as well as EU position papers) and reports by the Earth Negotiations Bulletin.
