(en) Lately, cities seem again to endorse attractiveness and societal direction. On these political scenes, various dynamics of integration of urban actors can be observed. Nevertheless, such dynamics are not spontaneous; there are complex and sometimes fragile social processes. Thus, whatever the results of those dynamics, they can be interrogated for themselves, that is, in their process of organization and for what kind of political and urban experience they produce. From the intensive observation of urban policies implementation (in three towns), this dissertation highlights three ways of transforming the city political space, through processes of opacification, modernization, or personalization. The comparison of these three case studies underlines how “urban governance” represents an unfinished and complex process. It points out the strain between practical conditions of urban democracy and political dynamics of permanent movement of cities, territories and “new” scales of public policies.
