The purpose of this paper is to present the use of Numerical Weather Prediction software to generate 4Dmeteorological parameters for the characterization and simulation of tropospheric scintillation for geostationary and non-geostationary Earth-satellite links. A preliminary test has been performed against measurements at 30 degree elevation for a geostationary satellite link and an analysis of the turbulence characteristics on a low elevation Earth-space link has been proposed.
