Abstract
In California, an incentive program (2010-2021) launched to encourage adoption of solar water heaters had limited success. We begin with a summary of the research background for the study, followed by a concise history of solar water heating in California and analysis of the interviews. The conclusion considers the role of such interviews in US energy technology policy.
