Abstract
(en) Multiple uses of Moroccan forest lands and their social context generate a lot of data which make forest management and planning not an easy task. All these suggest using new forest management approach based on decision aiding methods. The present study aims to propose a forest management process based on multi-criteria aiding methods. This process was tested on Ajdir natural cedar public forest of 24,516 hectares, located in the middle Atlas of Morocco. The process proposed deals with two components which differ by decision type mainly strategic and tactical. Socio-territorial diagnosis and land suitability are the main information used in developing decision models. Two approaches were examined for strategic decisions. The first one is based on quantitative techniques of forest management which identified maximum levels of quantified goals. The second approach is based on the prospective (foresight) of four scenarios; these scenarios are presented in multiple use forest management alternatives. Tactical decisions consisted on determining of sylvicol itinerary adapted to each forest management alternatives, these were developed using genetic algorithms. Simulation of stand trend when implementing these alternatives permitted to appraise objectives achievement. Thus, 16 indicators were identified for evaluating management alternatives. Multi-criteria comparison of alternatives using Electre III method allowed to select the optimal one based on compromising. Proposed process permitted, beside of rational choice of forest administrator, to make at his disposal arguments which feed negotiation process with all actors involved in forest management. The making use of the process to Ajdir forest allowed illustration of different components and appreciated potentialities and constraints. Process rigor and his various components constitute a pre-requisite necessary to forest management computerization in Morocco.
