Abstract
(en) Given the increased student mobility, an alternative to quotas exists, which is both more efficient and more fair. It implies to change the role of the government from an agency in charge of financing the schools to a one in charge of financing the resident students, and simultaneoulsy of monitoring the quality higher education.
