Abstract
The new EU Regulation on the establishment of rules and procedures with regard to the introduction of noise-related operating restrictions at Union airports in deeply embedded in concerns which have recently grown at international level, in the framework of the Chicago Convention on International Civil Aviation. There is a growing fear that the local measures adopted for reducing noise nuisances due to aviation could, in the long run, limit airport capacity and development. The Regulation, as a consequence, propose a peculiar approach to noise management. Shall it help or hurdle the action of public authorities, when in charge of protecting the environment ?
