Abstract
The discussions and negotiations for a post-Kyoto Protocol within the UN Framework Convention on Climate Change (FCCC) have shown that considerable and to some extent irreconcilable differences exist among several important countries or regional groupings. All new regulations especially if they stem from international agreements usually produce winners and losers whether at the domestic or at the international level. It is important to be able to anticipate such distributions of costs and benefits. As we will show here, modeling and simulation are important tools to do such assessment. The use of this tool should also lead negotiators to anticipate the kinds of coalitions that are likely to form or that would be desirable to arise around specific issues. Here computational models and simulations might help.
